How WhatsApp API per message pricing works
Meta moved WhatsApp Business Platform billing from a conversation-based model to a per-message model in July 2025. Earlier, you paid once for a 24-hour conversation window. Now, charges apply to each delivered template message, and the rate depends on two things: the template's category and the country code of the person receiving it.
A few details matter in practice:
- Delivered, not sent. You're charged for messages that actually reach the customer.
- Customer service window. When a customer messages you, a 24-hour window opens. Free-form replies inside it have been free, and utility templates sent inside an open window have also been free under the per-message model.
- Volume tiers. Meta has introduced volume-based rate tiers for some categories, so large senders of utility and authentication messages may see lower effective rates.
- Rates change. Meta publishes rate cards by market and currency and revises them periodically, with notice.

Meta has announced changes to how some service messages are charged from October 2026. What to do about it:

Here the market gets messy. BSPs price in very different ways, and headline figures rarely compare like for like.
- Subscription: a monthly or annual plan for the dashboard, number of agents, chatbot features and support. Meta charges are billed on top.
- Markup: little or no subscription, but a margin added over Meta's rate on each message.
- Hybrid: a smaller subscription plus a smaller per-message markup.
